AM Best has adjusted its outlook for the London Market insurance sector, shifting from a positive to a stable perspective. This change is attributed to developing indications of a softening pricing landscape. “While the pricing environment remains adequate for most business lines, supporting favorable underwriting profitability, it shows signs of weakening,” the rating agency noted in its recent London Market insurance outlook report.
AM Best highlights that managing the underwriting cycle will be a critical focus for London Market participants during 2025 and 2026, especially if rates continue to decline in the near future. The report also identified that changing climate patterns and unmodelled risks introduce exposure management challenges for these participants.
Positive Momentum in U.S. Excess and Surplus Lines
Despite these challenges, the positive momentum of U.S. excess and surplus (E&S) lines continues to offer lucrative opportunities. The current higher interest rate environment, when compared to recent years, is expected to bolster healthy investment yields. The E&S lines insurance in the U.S. remains a significant contributor to the revenue of many London Market companies, with anticipated profitable growth opportunities in the near term.
AM Best maintains a positive outlook on the E&S segment, citing its robust growth and efficient capacity deployment amidst a backdrop of diminishing capacity from admitted carriers.

London Market companies consistently demonstrate underwriting expertise by developing innovative product concepts and offering bespoke coverages.
The stable and sophisticated regulatory frameworks continue to support the market’s appeal. Recent priorities have included modernization and cost management, and the efforts in these areas are likely to sustain the market’s attractiveness.
